Updated Action Points for the Village Plan
The updated version of the Village Plan Action Points is on course to be published on 31 March, subject to endorsement by the Parish Council.

PCSO Lana Smith
PCSO Lana Smith attended the most recent meeting of the Village Plan Steering Group. She needs to hear from the community about any anti social behaviour, speeding or parking problems. Call on 0845 850 5505.

Speedwatch
Lana can also organise Speedwatch sessions. Members of the Steering Group and Action Groups may act as volunteers if no-one from the wider community comes forward. If you complained about traffic speeding in the 2008 survey, why don’t you volunteer to help out with the Speedwatch initiative? Call Peter Croft on 01295 750340.

Sustainability
Three target actions planned for 2010: Household battery recycling facility; sustainable development seminar; and establishment of a local wildlife group.

Cherwell District Council (CDC) Core Strategy Development Plan
Now published – consultation period ends 19 April. Buildings Action Group Leader, Jo Samways, to attend a Parish Workshop on the consultation to be run by CDC.

Mobile phone reception
Infrastructure Action Group Leader, Geoff Parratt, is following up initial contact with the five mobile phone operators and with CDC regarding any current plans for new phone masts.

Traffic
Traffic technicians from Oxfordshire County Council, together with Traffic Action Group members, have inspected various traffic problem spots in Cropredy. Proposals to try and alleviate some of the problems are being worked on.

Parking
PCSO Lana Smith has noted that illegal and inconsiderate parking causes a problem at the junction of roads around The Green and she will contact the individuals involved.

Transport
Cherwell Dial a Ride can provide a low cost service to Banbury for those with mobility difficulties. Action Group member, Peter Croft, is distributing information via relevant Village groups and organisations.

What is a Village Plan and why does Cropredy have one?

A Community Led Plan

The Cropredy Village Plan is part of the nationwide initiative of Community Led Plans (CLPs) produced by all sorts of communities – from large cities to villages. CLPs are produced by and for communities, based on a detailed consultation, involving the whole community. They are intended to prompt action and influence external decision makers. All CLPs underpin a community's vision for itself across all aspects of social, environmental and economic life. They celebrate positive features and activities, highlight community needs and contain a detailed action plan to help the community meet those needs.

How the Village Plan was developed

Between September 2007 and April 2008 a consultation was held, inviting ideas and comments from the whole community. From these comments a questionnaire was produced and every household in Cropredy was invited to express their views by taking part in the survey. The survey results were presented at a public meeting and summarised in issue 1 of the Village Plan published in March 2009. The plan covers five key topics:

•  Sustainability and green issues

•  Buildings, new housing and planning

•  Village infrastructure

•  Traffic, parking and transportation

Progress so far

Many of the agreed actions in the plan have been started, and some have been completed. Further details are summarised below under individual topic headings.

The Future for the Cropredy Village Plan

The Village Plan is not a finished piece of work. It is a flexible plan that will continue to develop, as some actions are achieved and other new issues emerge. An updated issue of the plan is scheduled to be published in March 2010. Many of the issues highlighted in the plan will continue to evolve over the next 15 to 20 years, and the plan will evolve to continue to set out the vision and strategic aims of the Cropredy community. The future development of the plan will always remain community led, and further consultations will be part of that process.

The Village Plan and the Parish Council

The Village Plan is a Parish Council initiative and has been fully adopted by them. The task of the Village Plan Steering Group (see below) is to support the Parish Council in moving forward all the strategic objectives contained in the Village Plan that are DELIVERABLE AND AFFORDABLE.

Social and community issues

Dog Fouling

Cherwell Dog Warden is monitoring. Prosecution will follow for persistent offenders

Vandalism, anti-social behaviour, nuisance caused by teenagers and effectiveness of Police Community Support Officers:

PCSO needs to be informed of any problems. A member of the Steering Group will shortly take over from the Parish Council Cropredy’s representation at the local Neighbourhood Action Group (NAG).

Recycling, renewable energy and preservation of wildlife environments:

Village infrastructure

Reduce power cuts:
A meeting between the Action Group and a representative of E.ON has taken place. Key points are:
•  The electricity supply network has enough capacity for Cropredy's future needs.
•  Reliability of supply has improved, but overhead lines are vulnerable to damage by birds, lightning etc.
•  An auto-reclose system restores supply within three seconds, if possible. If unsuccessful after five attempts, the supply is isolated for inspection.
•  The auto-reclose can adversely affect computers and other electrical/ electronic equipment.
•  Anyone heavily dependent on their computer should consider fitting and uninterruptible power supply (UPS)
•  Anyone with priority needs (disability/ medical reliance on electricity) can register with E.ON and will receive priority telephone response and support. Explanatory leaflets and registration forms are available from Cropredy Surgery or Geoff Parratt (750427).
•  Please report all faults, damage or dangerous situations to 0800 3281111


Improve mobile phone coverage
Action group is following up initial contacts with the five mobile phone operators and CDC.

Traffic, parking and transportation

Speeding
Illuminated speed signs: options being pursued. SpeedWatch voluntary scheme run by PCSO. Volunteers have been invited to come forward from the community – no response. May be run using volunteers from the Steering and Action Groups.


Parking and traffic problems at the School and other Cropredy locations
OCC has inspected the sites with Action Group members. Proposals are being worked on.


More frequent bus service to Banbury:
Action group investigating possibility of a better early morning and late afternoon service. Cherwell Dial a Ride could be an option for a low cost service to Banbury for those with mobility difficulties. Peter Croft is distributing information via village clubs and organisations.

Playground amenities
Parish Council in liaison with Mothers' Group to consider proposals and costings

Sports field amenities
All suggestions to be handled by the Sports and Social Club Committee


Retention of Cropredy Post Office
New Post Office will be at The Perfect Present


Village Hall facilities
Responsibility of Village Hall Committee. Many improvements in hand/ completed by Village Hall Committee, including:
•  New PA system
•  New screen and projector
•  New kitchen equipment
•  New hearing loop


Re-siting of Village Hall
Being reviewed by Village Hall Committee – time scale directionally 2015


Residential caravans
Site now closed, so action point removed


Protection from flooding
Being dealt with by Parish Council and Environment Agency. A bund to prevent flooding in the School area is under consideration.


Parish Council to employ someone to keep the roads and paths tidy:

Parish Council is not empowered to employ staff.  Action point closed.


Speeding
Change of priorities at junction of Williamscot and Claydon Roads: Rejected by OCC – action point closed


Parking opposite the shop
Signs now erected to request short term parking only


Footpath to Great Bourton

Being dealt with by Parish Council
