Speedwatch

Two volunteer Community Speedwatch sessions were held in May and June. Of the 183 vehicles monitored, eleven exceeded 30 mph of which four exceeded 33 mph. All registration details are held by the police for further monitoring and drivers exceeding 33 mph will be written to by the police.

Sustainability Seminar 7 October 2010

This event is open to all Cropredy residents and will be led by Tom McCulloch who is Oxfordshire Rural Community Council's “green” expert. Various options to achieve a more carbon neutral community will be presented and discussed.

Neighbourhood Action Group (NAG)

NAG is a joint group comprised of the Banbury Community Policing team and representatives from Banbury's rural communities. The annual survey to set priorities for neighbourhood policing will take place during July. Thirty questionnaires are available for Cropredy residents and will be distributed on a first-come-first-served basis. Call Val Goldsmith on 01295 758817 for further information.

Cherwell District Council (CDC) Core Strategy Development Plan
The Village Plan Steering Group's response to the Core Strategy consultation, as approved by the Parish Council, was as follows:

Q5: Do you support the villages identified to accommodate housing in rural areas (Section B.3)?

Cropredy's own development strategy is set out in its Village Plan which was drawn up following consultation. This consultation shows that support for new housing is fairly equally divided (46% yes, 43% no, 11% don't know). Therefore, the Village Plan Steering Group broadly supports the proposal that Cropredy could take some new housing. However, Cropredy has been identified in CRAITLUS as having ‘medium sustainability' so any growth needs to be managed accordingly.

Cropredy school is close to capacity and it is unable to expand because of the constraints of the site. The village's infrastructure (water and sewerage) have limited capacity to support development.  Major work has fairly recently been carried out to the sewerage system to overcome the overloading and flooding problems but the scope of this work was only to meet current sewerage capacity.  No provision was made for any additional development.

Cropredy's facilities and sustainability depend largely on external factors, visitor trade from the canal and income from the Fairport music festival, which cannot be guaranteed in the long term.

For the reasons above Cropredy should not be classed as a Category A village and development should be limited accordingly.

Q6: Do you support the housing numbers distributed to the groups of villages identified (Section B.3)?

Allocation of homes between the five villages (Cropredy, Hook Norton, Steeple Aston, Fritwell and Sibford Ferris/Gower) - should be in proportion to population size.

A reasonable number of new homes for Cropredy might, therefore, be 40/45 rather than 50 as proposed.

A particular feature of Cropredy is that, although it doesn't have a large population, it has a significant cluster of satellite villages which use its facilities and could take some allocation of homes, including affordable housing with specific allocation of exceptional rural housing. We ask that this is noted in the final Core Strategy and then built in to the Delivery Plan .

What is a Village Plan and why does Cropredy have one?

A Community Led Plan

The Cropredy Village Plan is part of the nationwide initiative of Community Led Plans (CLPs) produced by all sorts of communities – from large cities to villages. CLPs are produced by and for communities, based on a detailed consultation, involving the whole community. They are intended to prompt action and influence external decision makers. All CLPs underpin a community's vision for itself across all aspects of social, environmental and economic life. They celebrate positive features and activities, highlight community needs and contain a detailed action plan to help the community meet those needs.

How the Village Plan was developed

Between September 2007 and April 2008 a consultation was held, inviting ideas and comments from the whole community. From these comments a questionnaire was produced and every household in Cropredy was invited to express their views by taking part in the survey. The survey results were presented at a public meeting and summarised in issue 1 of the Village Plan published in March 2009. The plan covers five key topics:

•  Sustainability and green issues

•  Buildings, new housing and planning

•  Village infrastructure

•  Traffic, parking and transportation

Progress so far

Many of the agreed actions in the plan have been started, and some have been completed. Further details are summarised below under individual topic headings.

The Future for the Cropredy Village Plan

The Village Plan is not a finished piece of work. It is a flexible plan that will continue to develop, as some actions are achieved and other new issues emerge. An updated issue of the plan was published in March 2010. Many of the issues highlighted in the plan will continue to evolve over the next 15 to 20 years, and the plan will evolve to continue to set out the vision and strategic aims of the Cropredy community. The future development of the plan will always remain community led, and further consultations will be part of that process.

The Village Plan and the Parish Council

The Village Plan is a Parish Council initiative and has been fully adopted by them. The task of the Village Plan Steering Group (see below) is to support the Parish Council in moving forward all the strategic objectives contained in the Village Plan that are DELIVERABLE AND AFFORDABLE.

Social and community issues

Dog Fouling

Cherwell Dog Warden is monitoring. Prosecution will follow for persistent offenders

Vandalism, anti-social behaviour, nuisance caused by teenagers and effectiveness of Police Community Support Officers:

PCSO Lana Smith needs to hear from the community about any anti-social behaviour, speeding or parking problems. Call on 0845 850 5505.

Val Goldsmith, Secretary of the Steering Group has taken over as Cropredy’s representative at the local Neighbourhood Action Group (NAG). At the monthly NAG meetings, the Thames Valley neighbourhood policing team for the Banbury rural area explain to community representatives about all their current efforts to tackle speeding, parking and anti-social behaviour issues, and receive feedback from the representatives.

Post Office

A meeting has been agreed to discuss the possibility of volunteer community support.

Use of the Church for fundraising activity

Village Plan group members have attended a meeting to explore new uses for the Church building to increase its income. A separate action group has now been set up, chaired by PCC members.

Sustainability and green issues

Recycling, renewable energy and preservation of wildlife environments:

Two remaining target actions for 2010: Seminar on green energy – now booked on 7 October at the Village Hall; Local wildlife group – to be moved forward.

See above in “News” for response to Cherwell DC Core Strategy Consultation. Targets and strategies will be subject to change following the formation of a new government.

Village infrastructure

Reduce power cuts:

A meeting between the Action Group and a representative of E.ON has taken place. Key points are:
•  The electricity supply network has enough capacity for Cropredy's future needs.
•  Reliability of supply has improved, but overhead lines are vulnerable to damage by birds, lightning etc.
•  An auto-reclose system restores supply within three seconds, if possible. If unsuccessful after five attempts, the supply is isolated for inspection.
•  The auto-reclose can adversely affect computers and other electrical/ electronic equipment.
•  Anyone heavily dependent on their computer should consider fitting and uninterruptible power supply (UPS)
•  Anyone with priority needs (disability/ medical reliance on electricity) can register with E.ON and will receive priority telephone response and support. Explanatory leaflets and registration forms are available from Cropredy Surgery or Geoff Parratt (750427).
•  Please report all faults, damage or dangerous situations to 0800 3281111


Improve mobile phone coverage

Action group leader, Geoff Parratt reported that there are no new planning applications for mobile phone masts in the Cherwell DC area. According to information held by Ofcom, the five operators all have different views on the quality of reception in Cropredy, ranging from “low” (T Mobile) to “excellent/good” (Orange). Geoff will chase up responses from the individual operators to his original letter to the Mobile Phone Operators Association, requesting information on their plans (if any) to upgrade Cropredy's reception.

Speeding

Illuminated speed signs: options being pursued. Speedwatch volunteer scheme run by PCSO. See above under “News”.


Parking and traffic problems at the School and other Cropredy locations

Final proposals to be agreed with OCC traffic technicians and presented to the Parish Council when finalised. Funding from CDC and OCC for any traffic management work is very difficult at present, but chances will be improved if the Parish Council is able to make a contribution.


More frequent bus service to Banbury:

Action group investigating possibility of a better early morning and late afternoon service. Cherwell Dial a Ride could be an option for a low cost service to Banbury for those with mobility difficulties. Peter Croft is distributing information via village clubs and organisations.
