Emergency plan update  

The Core Emergency Plan is needed to fit in with the Emergency Plans of Oxfordshire County Council and Cherwell District Council. It lists reception centres, facilities available, and key contacts for emergencies in Cropredy. This part of the plan is nearly complete and, once approved by the Parish Council, will be sent to OCC and CDC, as they have requested.

The Severe Snow Emergency Plan . . . will put in place a framework to clear key roads and paths and provide assistance for those residents who need it. Plans to buy snow shovels and extra grit are in hand . Can you spare an hour to help clear paths? Do you need someone to visit you if there are bad snow conditions? Would you be willing to act as a community first-aider, if your training was paid for as part of the Emergency Plan project? Mobile phone reception update

Mike Johnston has joined the Village Plan Steering Group. With the help of Howard Lewis, Mike's role is to research accurately the levels of mobile phone reception in Cropredy, with a view to contacting the network providers with a request for improved reception. Mike and Howard will also research suitable technology and equipment that can help residents to enjoy better mobile phone reception. Both Mike and Howard already use reception boosters to good effect, and will be sharing their experiences with residents as part of this project.  

Mobile phone questionnaire

A mobile phone reception questionnaire for each household will be included as a separate insert in the November copy of the Cropredy Crier. Residents are urged take a few minutes to list all mobile phones in their home and the reception level for each one. Full details are on the survey sheet. The greater the response to the questionnaire, the greater chance there will be of achieving an improvement.

LAST MONTH'S NEWS UPDATE

September 2011

Road safety goal achieved . . . .The long-awaited 30 MPH illuminated sign has now been installed adjacent to the School, giving early warning of the 30 MPH speed limit to vehicles approaching Cropredy from Great Bourton. Hopefully this sign will be effective in helping to achieve lower vehicle speeds through the Village and making it a safer place for residents.

Thinking about Winter bad weather emergencies . . .

1. Don't forget to stock up early for the coming Winter : An early reminder to check stocks of fuel and order supplies of oil, coal, etc in good time, so you are not caught out by sudden early snowfalls.

2. Can you help out in bad snow conditions?   Can you lead or be part of a team that clears roads and pathways? . . . Are you a medical professional who could offer services if Cropredy is cut off from the main roads? . . . Can you offer any other appropriate skills? Mobile phone reception research scheduled to start soon . . . Mike Johnston and Howard Lewis will soon be putting their experience and expertise to use in trying to find ways to help Cropredy residents enjoy improved mobile phone reception. They will consult with network providers and regulators, and will be doing a survey among Cropredy mobile phone users about their experiences. Once analysed, this data will help to form a plan of action to explore how better reception can be achieved. Watch this space for updates . . . .

Funding opportunity from TOE2 . . The sustainability group is progressing an application for funds based on the School pond regeneration project.

Parking and traffic congestion on Station Road (School end) and School Lane. . . The traffic group will get in contact with OCC Highways, after consulting with Ken Atack , with a view to engaging all other agencies (LEA, CDC, Parish Council, etc) to increase pressure to find a practical solution.  

ORCC Case Study . . . Cropredy 's Community Led Village Plan has been chosen as a case study for publication by Oxfordshire Rural Community Council. The wording has been agreed, and the case study is currently being designed and printed. Watch this space for news on when it will be available to download from the ORCC website.

What is a Village Plan and why does Cropredy have one?

A Community Led Plan

The Cropredy Village Plan is part of the nationwide initiative of Community Led Plans (CLPs) produced by all sorts of communities – from large cities to villages. CLPs are produced by and for communities, based on a detailed consultation, involving the whole community. They are intended to prompt action and influence external decision makers. All CLPs underpin a community's vision for itself across all aspects of social, environmental and economic life. They celebrate positive features and activities, highlight community needs and contain a detailed action plan to help the community meet those needs.

How the Village Plan was developed

Between September 2007 and April 2008 a consultation was held, inviting ideas and comments from the whole community. From these comments a questionnaire was produced and every household in Cropredy was invited to express their views by taking part in the survey. The survey results were presented at a public meeting and summarised in issue 1 of the Village Plan published in March 2009. The plan covers five key topics:

•  Sustainability and green issues

•  Buildings, new housing and planning

•  Village infrastructure

•  Traffic, parking and transportation

Progress so far

Many of the agreed actions in the plan have been started, and some have been completed. Further details are summarised below under individual topic headings.

The Future for the Cropredy Village Plan

The Village Plan is not a finished piece of work. It is a flexible plan that will continue to develop, as some actions are achieved and other new issues emerge. An updated issue of the plan was published in March 2010 and a new update has been published in May 2011. Many of the issues highlighted in the plan will continue to evolve over the next 15 to 20 years, and the plan will evolve to continue to set out the vision and strategic aims of the Cropredy community. The future development of the plan will always remain community led, and further consultations will be part of that process.

 

The Village Plan and the Parish Council

The Village Plan is a Parish Council initiative and has been fully adopted by them. The task of the Village Plan Steering Group (see below) is to support the Parish Council in moving forward all the strategic objectives contained in the Village Plan that are DELIVERABLE AND AFFORDABLE. In the May 2010 Parish Council elections, two Village Plan group members (Stuart Alexander and Peter Croft) were elected to the Parish Council, which has strengthened the ties between the groups and will provide more effective liaison as projects move forward.

The Parish Council has agreed to fund high netting on the side adjacecent to the sports field, to prevent footballs from being kicked into the tennis court, and this work is in hand.

Sustainability and green issues

Recycling, renewable energy and preservation of wildlife environments:

There are three key targets for 2011

  Production of a regular information bulletin. The first bulletin was included as an insert in the July issue of the Cropredy Crier, and the second appeared in the October edition.

  Identification and documentation of current initiatives on the preservation of wild life environments being carried out by local groups.

•  Two or three practical demonstrations of environmentally friendly measures/ activities currently being used within the community. Two of these have been completed on the themes of  Apple Juice and Cider Pressing, and Air Source Heat Pumps. A third event, on the theme of Food for Free is curently being researched.

 

Buildings, new housing and planning

More housing, Affordable housing, Control of industrial expansion

All on hold awaiting new strategies following the formation of the new government in 2010.

Proposed marina developments

The Parish Council has submitted a response to Cherwell District Council to both marina proposals.

 

Village infrastructure

Reduce power cuts:

Anyone with priority needs (disability/ medical reliance on electricity) can register with E.ON and will receive priority telephone response and support. Explanatory leaflets and registration forms are available from Cropredy Surgery or Geoff Parratt (750427).

Traffic, parking and transportation

 

Parking problems at the School (Station Road and School Lane)

Engaging with the School to explore potential solutions will be a priority for 2011.

More frequent bus service to Banbury:

Cherwell Dial a Ride as an option for a low cost service to Banbury for those with mobility difficulties has been widely communicated across the community. During the closure of the A361 from March 2011, an hourly bus service to Banbury will be re-routed through Cropredy and residents will be able to board and alight from this service.
